Professional Background
David is a policy researcher at the RAND Corporation and Professor in Policy Analysis at the Pardee RAND Graduate School. He specializes in the development and use of exploratory modeling and robust decisionmaking methods for long-term policy analysis. His primary practice areas include developing and deploying new methods for long-term natural resource planning in the coastal management, water resources, and energy sectors.
Following Hurricane Katrina, Dr. Groves and personnel from the RAND Gulf States Policy Institute have worked to assist Louisiana in its hurricane protection and restoration planning. He has worked with the U.S. Army Corps of Engineering to better evaluate uncertainty in their Louisiana Costal Protection and Restoration analysis. He has worked directly with CPRA since 2008 to develop the planning framework and Planning Tool for the 2012 Master Plan. He is also leading a 3-year research project funded by the National Oceanic and Atmospheric Administration (NOAA) to evaluate approaches to reduce hurricane-induced flood risk under climate change in New Orleans.
